Arunas Rutkus nació en 1961 en Vilnius, Lituania. En 1985 se graduó en la Academia de Arte de Lituania. Estudió vitrales, frescos, mosaicos, cerámica y escultura.
En 1987 participó en el Simposio de Arte Monumental bajo la dirección de A Karnaukhov en Moscú.
A principios de los años 90 desarrolló su estilo de pintura. Las pinturas de A Rutkus se pueden encontrar en galerías y colecciones privadas en EE.UU, Reino Unido, Italia, Holanda, Francia, Rusia, Alemania, Suecia, España, Bélgica, Austria, Estonia, Lituania, Dinamarca, etc.
